    Jan, I pointed this out before, and speaking about identifying the right parts I think it is relevant to repeat: Marijuana is not legal here in the Netherlands, it is ‘allowed’, meaning that possession of small amounts is not persecuted and coffeeshops, when abiding to certain rules, are also not persecuted when selling. Growing however is (fiercely) persecuted and is still a business controlled by organised crime.
    By the way, talking about non-persecution of drug concumption, Portugal is an interesting case. A decade ago possession and consumption of ANY drug has been taken out of the legal system, and (ab)use of especially harddrugs has significantly declined there since.
